Abstract

This case study is about the government video we created in collaboration with the Government of Canada for the 2021 National Public Service Week

We take great satisfaction in the outstanding work we’ve accomplished in partnership with governmental organizations and local governments, particularly the City of Mississauga in Canada. Mississauga is one of the biggest cities in Canada, and we’ve had the pleasure of working with both its mayor, Bonnie Crombie, and the Mississauga Business Entrepreneur Center (MBEC) on projects that have proven to be highly successful.

We fully think that working with video production studios on behalf of the government for government videos can result in a number of advantageous outcomes, particularly when the partnership is built on mutual respect and professionalism.

Our first partnership was with Mayor Crombie, with whom we produced a trio of videos to promote positive solutions to Mississauga’s problems and raise public awareness of some of their difficulties. Visit the Mississauga Case Study we created for this partnership to see the videos relating to each of the discussed Mississauga topics.

Government of Canada

Canada is a parliamentary democracy with a constitutional monarchy that was established on the principles of the rule of law and respect for individual liberties. Although the government represents the Crown, the Canadian people are ultimately responsible for its actions.

The British, or “Westminster,” heritage is where Canada’s parliamentary structure originates. Laws are passed into effect after being approved by the Crown, Senate, and House of Commons, who make up Parliament. As a federal state, Canada’s 1 federal, 11 province, and 3 territorial administrations are each responsible for enacting laws. The judiciary is in charge of applying and interpreting the law and the Constitution, as well as rendering fair decisions.
The structure of Canada’s government is quite interesting, so check out this page if you wish to read more about it!

Government Videos

Explainer government videos are a great way to interact and communicate with a broad audience. They simplify complex processes into clear animations to show how government entities operate. The public is entitled to information from the government that will help them understand issues and make informed decisions.

Animated explainer government videos are among the most crucial instruments for doing so, and it is governmental organizations’ responsibility to do so in a way that is efficient and pertinent. Fundraisers, wellness initiatives, public events, and a number of other projects might all benefit immensely from animated videos.

Government videos are routinely used to instruct teachers, police officers, and other public servants. Governmental entities frequently employ explainer videos to discuss updates or improvements to current regulations.

When needed, animated government videos provide excellent tools for any government agency. They are among the most efficient methods for communicating with a broad audience since they are supposed to be clear and long-lasting.

People may now just watch animated explainer videos created by professional production studios like Verve Videos and posted by official governmental pages, eliminating the need to find a customer service desk, ask around, or even second-guess any publicly available information.

An interesting government video would provide all the information, including safety precautions, schedules, and other pertinent information.

Government Video Animation Process

The art of employing static pictures in a two-dimensional environment to provide the appearance of movement is called animation. Custom-made graphics are used for the backdrops, storyboards, and avatars.

Over the years, we’ve devised and refined a tried-and-true video production process that has led to the creation of impressive video content. Seeing as you are at the center of each production level thanks to our unifying philosophy, you would be able to stay up to speed with the entire process.

Despite the fact that each animation video venture we collaborate on is unique, they all go through these 7 essential stages:

Since 1985, the third week of June has been designated as Public Service Recognition Week, a period to recognize and honor devoted public officials from federal, state, and local governments around the country (Canada).

The government video, voiced in English and French, serves as a “thank you” message to all people who had made sacrifices and put in extra effort post-pandemic in hopes of making the living conditions more bearable.

1

Gathering information

Understanding the client’s business and project is the cornerstone of a successful animated video. We talk to our clients at this point to establish the proper expectations for their video productions.

The information we compile includes elements like the objective of the video, product characteristics, advantages they want to emphasize, target audience, etc.

2

Script and concept

The concept and script are the cornerstone of any video. At this point, we develop an idea for the video using the aforementioned specifications as a guide in addition to our own research. The concept might be philosophical, character-driven, emotionally stirring, or conversational, whichever best fits the video production for our client.
To put it simply, this entails developing a framework for the animated explainer video. Once the customer has given their consent, we take the notion as a starting point to write an interesting script that clearly conveys the intended message.

3

Recording the voiceover

You should be mindful that your video’s main driver is a voice over. We would ensure that the speaker we choose is capable of conveying the proper tone and utterances when considering a voiceover, since it could make or break a video’s success.
Our voiceover crew will analyze the audio file, remove background noise, and re-record the screenplay adaptation in a variety of intonations to make your video more professional. We record in isolated spaces to eliminate echoes and use high-quality gear such as noise-canceling microphones and pop shields.

4

Storyboard

Storyboards are essentially a graphic depiction of your video screenplay. They are made up of a collection of sketches that show how your video will look. They will include short explanations in addition to these boxes with graphics, giving them the appearance of a comic book page. The description includes dialogue, narrations, and thorough details about how the scene will play out.
Being in tune with how the final video will go benefits the client and the crew. The storyboard gives designers and animators instructions on how to create animation sequences, transitions, and fluidity.

5

Visual design

A visual style is developed at this step of the animation process using our client’s brand guidelines. It might be referred to as a colorful storyboard. These are unique, full-color renderings that depict how the finished video will appear. They comprise text, background color, icons, eye-catching graphics, and character customization.

We typically develop different visual style alternatives from which the client can pick. We convert the preliminary sketches into finished, colored images based on the client’s choice. It takes a lot of effort and ingenuity to complete this step in the animation process.

6

Animation

The animated explainer video begins to take shape at this point! Here, our animators give the established visual style the appearance of life. Additionally, it is timed correctly and has a quality narration to create a fascinating animated explainer video.
Patience is essential when animating because it takes a long time. After the storyboard has been approved, we start producing the video. We discuss any changes you may have made after sharing the initial draft. After that, we present the finished product for your review.

7

Music

Now that the ambiance of the video has been established, we can add the ideal soundtrack and sound effects. This stage of the animation process is crucial for bringing the video to life and giving it a little extra energy.

Government Video Uses

The structure of government communications has endured a considerable transition, with the public’s information demands at its core. Government agencies have changed their communications strategy from “managing” residents and parties to one of cooperation, where interaction and engagement are greatly desired, as part of this reform.

Each government body and agency can now produce valuable, pertinent, and systematic communication with the aim of educating, involving, and collaborating with stakeholders regarding policies, projects, services, and laws thanks to modern digital technology.

So, how can governmental institutions make use of animated explainer videos?

Policy Education

Policy training videos are audiovisual demonstrations that are acquired by governmental bodies or any other administrative entity. The major goals are to inform and teach lawmakers as well as the general public on acceptable behavior and how to handle certain circumstances.

These policy training videos should be simple to understand in terms of identifying and outlining new or current policies, as well as how to apply them. Everything will become even more understandable when governmental agencies utilize government videos to illustrate their policies.

Viewers typically find it challenging to read endless handbooks with many pages and small fonts that outline every possible guideline in great detail. With the help of government videos, a government can accomplish two goals with just one asset: make sure that the targeted individuals — whether from the governing body or the general public — will essentially review the content and learn from it, and communicate the information in a more concise, clarified, and easily digestible format.

Process Explanation or Instruction

Explainer videos have a reputation for being the most effective means of explaining a process, no matter what it is. When it comes to government videos, they’re great for demonstrating what steps to take when interacting with different governmental sectors, for example.

By investing in an animated explainer video, the government will be able to explain how applying for a passport works, for example, or what the steps of filing paperwork are. When public service announcements (PSAs) are broadcast on television, animated explainer videos are a particularly effective approach to generate attention and convey information.

Benefits of Government Videos

According to a recent evaluation by the Australian Public Service, Australians now expect the same degree of customization and information integration across government agencies as they do from enterprises in the private sector.

In order to promote responsiveness and confidence while providing information in a structured, timely, and relevant manner, public sector communications experts need to optimize the appropriate communication channels, codecs, and the public’s interests on when and where they desire to be approached.

To guarantee security, quality, and scalability of communications for government agencies and departments, employing a safe and dependable video hosting and streaming system is crucial.

And this is where an online video portal and a video content approach make a strong argument for engagement. A video-based communications approach can be helpful in:

1

Fostering trust

Deliver a video-based communications environment that is genuine, honest, and consistent. Deliver continuous and on-demand dialogues with the community about their aspirations, desires, and reservations in order to connect and engage with citizens in more ways that are meaningful.

2

Driving participation.

Nothing engages an audience more effectively than video, especially when it can safely broadcast material and messages at any time, on any device, and in a way that the general public is likely to find acceptable.

3

Communicating at scale

By employing an online video platform, you can safely and securely attract audiences of any magnitude, whether you’re aiming at specific stakeholders or a whole community. The video experience can be improved with the addition of captions, subtitles, and audio comments.

4

Managing identity and reputation

You can manage the context and content of your interactions throughout websites, social media platforms, and mobile applications using an online video platform, enabling you to provide messages with a consistent vision and voice.

Final Thoughts

An animated explainer video enhances knowledge retention, as repeatedly demonstrated by several researchers. One of the most powerful methods to express concepts and deliver a message is through video. Explainer government videos work significantly better for governmental agencies, political groups, and any organization trying to spread awareness about a subject.

In comparison to other forms of government communications, such as extensive written public announcements or policy documents, a government video is a considerably more effective medium for participation. Everyone is impacted by government policy.

Law changes have an influence on millions of individuals. Government organizations urgently need a method to communicate quickly and effectively. Whether on a national, regional, or municipal level, a sizable population has to be contacted and the information made available. Video is a simple format to interpret, share, and can easily reach a large portion of the population.
